Switch Participant Events

Switch events for participants. This requires that you pass in the registration ID, which can be obtained from the Get Race Participants method. It is important to note that the registration ID changes as a result of switching events. Use the optional transfer_bibs field to carry bib/chip assignments over to the new event. Use the optional preserve_teams field to keep current team assignments.
