Earl Oglebay left his beloved Waddington Farm to the city of Wheeling for the purposes of public recreation. Editorialized as “A Magnificent Gift to the People” and as “Our Great Opportunity,” the Oglebay Foundation is a non-profit corporation devoted to inspiring donors to invest in Oglebay and Wheeling Park.
