Top of hill where Skyline Drive meets Tarpey Parks connecting sidewalk going down into the park. To get there... park in the parking lot at these coordinates (29.40823, -94.8934) and walk directly east towards the water. The dirt trail will turn to pavement, go on the pavement. You will cross over a bridge then up a big hill. The water stop is at the top of that hill.
