Because almost 100% of expenses are incurred prior to the race, refunds or deferrals are not possible. Participants should be able to gift transfer their registration to someone else up to a few days before the event by going to https://runsignup.com/Profile, scrolling down to your race and clicking on "Manage My Registration".
