Emergency Plan

This Emergency Response Plan describes the functions and procedures of Outreach and sets forth the principles that will guide Outreach’s actions in response to emergencies posing a serious threat to people, property, or Outreach’s reputation as an entity of the highest integrity and competency. The attached Emergency Plan Contact Information will be distributed to those listed prior to the event.

PURPOSE

This Emergency Response Plan has been established to enable Outreach to react promptly and effectively to emergencies that might occur at any Outreach event. This system is designed to alert staff and volunteers to any actual or potential emergency that may require quick action at the highest level of the organization. The system also keeps Outreach abreast of developments as the situation progresses. It is not intended to replace or interfere with existing response systems of any local facilities, or villages, but to provide backup to those systems in extraordinary emergencies and provide effective communication with and within Outreach.

EMERGENCY MANAGEMENT

In preparation for, response to, and recovery from emergency incidents, Outreach shall maintain a positive, safe working environment for its employees, independent contractors, committee members, event participants and volunteers. Outreach will take all reasonable steps to ensure emergency preparedness, response, recovery, and mitigation, including: maintaining a written emergency plan that will be available at the event site and maintaining written and verbal communications. Furthermore, all staff and volunteers will be provided with the Emergency Response Plan prior to the event for their review via email.  The attached Emergency Response Plan Contact Information Sheet should provide all necessary information for the appropriate key personnel responsible for each respective event.

EMERGENCY RESPONSE

Outreach shall respond to emergencies through a coordinated response, keeping in mind the following priorities: life safety, incident stability, and property conservation. In the event of an emergency requiring a response by outside emergency response agencies, the command of the incident will be relegated to the proper emergency response authorities. Outreach will concentrate on maintaining the safety and operation of its employees, independent contractors, committee members, event participants and volunteers, as well as its property and will provide assistance and support to emergency responders as requested.

EMERGENCY RESPONSE TO INCLIMENT WEATHER

Following local radar applications (WGN Weather) Outreach personnel will monitor the weather prior to the event.  In response to an emergency that would require relocation, Outreach personnel will promptly communicate cancellation of the event to maintain the safety of all persons involves.  Communication will consist of an emergency email and text message.

EVACUATION PLANNING

Evacuation may be required immediately in situations such as an active shooter, fires, hazardous materials incidents, or bomb threat. In the event of this type of emergency Outreach personnel will instruct all persons to seek shelter and to run in the opposite direction of a threat using a loudspeaker.  Similarly, further communication will consist of an emergency email and text message canceling the remainder of the event.

RECOVERY OF LOST ITEMS AND CHILDREN

All event participants will be instructed to report lost item and children to the registration table which will be clearly marked with registration signage, which will be manned by Outreach personnel and volunteers throughout the event.

REVIEW AND REVISIONS

As a living document, this Plan should be expected to be under continual revision. It will be reviewed for updates annually and following incidents. Outreach reserves the right to modify or amend this policy at any time as it may deem necessary
